I do not think Google title and H1 tags need to exactly be the same. They need to serve the same objective not to confuse the audience of that website, but they need not be identical. A 301 redirect means that the move is permanent. If you need to change the URL of a page as it is shown in search engine results, then you should use a server-side 301 redirect.
